There is an exception in rules (if rules didn't change since I wrote them ^^). It is said that incidents on first few curves can be forgiven because of "starting chaos". It was written because it's simply very hard to control yourself at the beginning, when everybody is pushing and tries to gain a position. In my opinion, if incident is "light" (like touching grass), no action should be done, if it's "stroing" (like band hit, after which lots of players hit you), I think you should make place for victims, but exception is acceptable if somebody is coming back very slowly (I mean you should let players pass you through until first big "gap" appears). If I were in The Council, I'd interprete it like I said, anyway, decision have to be done by others.

maybe some fixed rule is good, that you may continue driving after +- 4 seconds of waiting, if the guys behind you crashed and dont recover fast enough.
there might be situations though where you cause multiple crashs and probably someone even has to escape by driving backwards due to the object he got somewhat stuck in..
